No visa necessary:
° If you enter Belarus via Minsk National airport
° If you leave Belarus via Minsk National airport
° Your stay in Belarus for up to 30 days
° you enter Belarus from a European airport (excl. Russia)

If you enter Belarus via another airport and/or you leave Belarus via another airport and/or you stay in Belarus for more than 30 days and/or you leave/enter Belarus not via a European airport (excl. Russia) you must apply for a visa in advance.

° Minimum 5-7 working days (closed on Wednesdays)
° Procédure express: 2 working days

Express procedure not possible for the American or English nationality.

Yes, provided that:
° Your stay is maximum 48 hours
° Belarus is not your final destination, but a transit country.

Documents are the same as for a tourist visa, except:
° Add a copy of the visa application for Russia and Ukraine
° An insurance certificate, only when you enter Belarus by car or by bus
